SCDES produces this Regulation Development Update within one business day of publication of the South Carolina State Register (the fourth Friday of each month).

The South Carolina Department of Environmental Services (SCDES) develops regulations in accordance with the South Carolina Administrative Procedures Act (“APA”), S.C. Code Section 1-23-10 et seq. Regulation Development actions include promulgating new regulations, amending existing regulations, and repealing existing regulations. The Department does not promulgate regulations conflicting with or exceeding its authority as prescribed by governing law.

The following list is a comprehensive compilation of the Department of Environmental Service’s (SCDES) water, dams, and reservoirs laws and regulations. Copies of these laws and regulations are provided by SCDES for the convenience of the public. Every effort has been made to ensure the accuracy and completeness of this list. The South Carolina Coastal Management Program was established under the guidelines of the national Coastal Zone Management Act (1972) as a state-federal partnership to comprehensively manage coastal resources. It was authorized in 1977 under SC's Coastal Tidelands and Wetlands Act (CTWA) with the goal of achieving a balance between the appropriate use, development, and conservation of coastal resources in the best interest of all citizens of the state.
