In the state of South Carolina, there are three kinds of Waste Tire Hauler types that you can register for. They are:

• Self-Hauler- An individual or company that hauls tires that are generated by either the business itself or by its business practices.
• Bonded Hauler- Also known as a Hauler for Hire, this kind of hauler is an individual or company that acts as a third-party hauling tires for non-related parties for compensation. This type of hauler requires Financial Assurance. For more information, please contact Lillian McFadden (contact information provided below)
• Temporary Hauler- An individual or company that needs to haul a small number of tires to remove tires from their property. This permit only lasts for 29 days and can NOT be used past its expiration date.
   

Locate an SCDES approved tire recycling or processing facility that is willing and able to accept waste tires from you. Download the Facility Approval Form and have the accepting facility sign the form. This form must be completed before applying for registration because it must be uploaded during the application process. Here is a step-by-step list of how to apply for a Waste Tire Hauler Registration:

1. Create and verify an account on ePermitting. Here is the link to the ePermitting home page; https://epermitting.des.sc.gov/.
2. After creating and verifying your ePermitting account, on ePermitting, go to the “Start a New Form” tab.
3. Then you will select “I want to start a new application”.
4. Type into the bar that says “Filter”, “Waste Tire Hauler Facility Registration Application” and click “Begin”.
5. For Site Name please put your name or the name of your business there. The Facility Contact and Facility Name refers to your business’s location and information.
6. Fill out the form and make sure to upload the proper forms onto the application (Just the Facility Approval Form for Temporary Haulers and Self-Hauler while Bonded Haulers require a Facility Approval Form AND Financial Assurance Paperwork).
7. Review the application then when your get to the “Certify and Submit” section, make sure you select “Finalize Submission / Submit Form” to submit your application.
8. After selecting “Finalize Submission / Submit Form”, there will be a pop up that says, “Submission Complete”. It will create a Submission Number which we would recommend you write down or take a picture of.
9. This pop up will have two boxes labeled “View Submission” and “Return to ePermitting Home”. Select “Return to ePermitting Home” to complete the application process.

If you were previously a registered waste tire hauler whose registration has been either terminated or that hasn’t been renewed by the March 1st due date, you will need to fill out a new application. Please follow steps 2-9.

Once you have become a Registered Waste Tire Hauler, you can find your Waste Tire Hauler Registration Letter and Certificate in the “Documents” tab in your ePermitting Profile. If you are having trouble finding it or accessing it, please contact Carson DaWalt with questions. 

Yes, a waste tire hauler registration is required to transport waste tires through South Carolina. This requirement applies whether the entity is based in South Carolina or outside of the state. 

You need to register to transport waste tires through South Carolina. Download the “Facility Approval Form” and have it completed by the disposal location. This requirement applies whether the entity is based in South Carolina or outside of the state. 

Yes, the SC Waste Tire Hauler Registration expires March 1st of each year. For Self-Haulers and Bonded Haulers, a Renewal Schedule and Annual Report must be submitted at least 30 days before the expiration date. Failure to complete your Renewal AND Annual Report will result in your registration Termination. Each year you will need to submit the following via ePermitting:

1. Waste Tire Hauler Annual Report
2. Waste Tire Hauler Renewal Schedule
3. An updated Facility Approval Form
4. A digital copy of your up-to-date Financial Assurance Paperwork for Bonded Haulers ONLY
    

SCDES can process an application for a temporary registration. This registration is valid for 29 days.  Simply select temporary registration when asked which type of registration you are applying for.

There is no fee to register as a waste tire hauler in SC. However, if you get paid to haul waste tires for others, a financial assurance mechanism in the amount of $10,000 is required (see below).

Financial assurance is required of any waste tire hauler who hauls tires for compensation by other persons.  This financial assurance will be used when it is necessary to pay for clean-up or corrective action of an incident caused by the waste tire hauler. Proof of financial assurance must be submitted each time the registration is renewed.

The financial assurance mechanism must be completed before starting the application. A copy of the financial assurance mechanism must be uploaded in addition to the facility approval form during the application and the original must be mailed to SCDES:

Waste tire haulers must track the transport of tires using a Waste Tire Hauler Manifest D-2738. The manifest must be signed by the waste tire generator, a representative at the collection/processing facility, and the waste tire hauler. Within 30 days of collecting waste tires from a location, the waste tire hauler shall provide a completed, final manifest to the waste tire generator, documenting delivery to a waste tire collection, processing, or disposal facility. Waste tire haulers must maintain a copy of completed manifests for three (3) years.
