When applying for a Coastal Zone Consistency (CZC) Certification, the CZC Section will need the location of your project within our GIS system in the form of a digital boundary. Digital boundaries are required for all CZC certifications so that CZC staff can spatially assess the full extent of the project for policy review for coastal resources such as wetlands, cultural resources, state endangered/threatened species, and proximity shellfish beds. 

Instructions to Submit Digital Boundaries

Follow the instructions linked below to prepare digital boundaries and once completed, submit them to ocrmdigbound@des.sc.gov.  A confirmation email will be provided once the requirements of the digital boundary have been met. A copy of the digital boundary confirmation email will be required in the ePermitting CZC request form.  

Please note the Digital Boundary Submission is an automatic process. CZC staff are not able to process the file for the digital boundary. SCDES-BCM staff are available to assist in troubleshooting, however the instructions should be followed to ensure completion.   

Helpful Tips

  1. Please name your digital boundary files the same name as your project as submitted to ePermitting.
  2. Ideally, the digital boundary should encompass the limits of disturbance for your project, rather than the parcel, as appropriate for small and larger projects.  
  3. The digital boundary viewer is available once projects are submitted so you can verify for position and accuracy.
