(IN TEXT BOX) The SCDES Bureau of Coastal Management (BCM) has scheduled a public hearing for a critical area permit application submitted by Pine Island Property Holdings LLC to install approximately 930 linear feet of bulkhead with rip-rap toe protection. Additionally, the project proposes to install a living shoreline with 24 oyster castles and the planting of 3,104 square feet of Spartina marsh grass. The project is located at 3 St. Helenville Road, St Helena Island, in Beaufort County (R300 007 000 0002 0000). The purpose of the project is for erosion control and the creation of habitat.

Public Hearing
SCDES BCM has scheduled this public hearing in order to allow the public to provide in-person comments on the proposed project located within the tidelands critical area. The public hearing will be held on Wednesday, November 12, 2025 at 6:00 pm in Beaufort City Hall located at 1911 Boundary Street, Beaufort, SC 29902.
During the public hearing, SCDES BCM staff will provide a brief summary of the permit application and accept verbal comments for the record to be considered prior to making a final decision. The hearing will be designed so that SCDES BCM staff can gather comments as to the merits of the project and consider all information when making a decision based on the Coastal Tidelands and Wetlands Act, Department regulations, and policies.

What to Expect
The public notice for the permit application will remain open until close of business November 26, 2025. Written comments will continue to be accepted through the public notice page until November 26, 2025. SCDES BCM's final permit decision will be made available on this webpage and by email or mail to everyone on the SCDES BCM’s mailing list who requested to be notified of the final Department decision.
