When applying for a Coastal Zone Consistency (CZC) Certification, the CZC Section will need to know if there are shellfish beds near the project site, whether a site evaluation has been performed for any archaeological or cultural resources, whether a site evaluation has been performed for any State listed threatened or endangered species and their habitats, and if a stormwater permit is being requested. 

CZC Review of Archaeological & Cultural Resources

Below are some steps to take to provide our team with all the information we need.

  1. Review the SC Arch Site- Archaeological and Cultural Resource Mapper to search your project site for historic data.
  2. Provide all site evaluations and/or reports.  
  3. Is a Memorandum of Agreement or Understanding exist for the site? Or currently in process? If so, document(s) should be provided. 
Project Review at SHPO

The South Carolina State Historic Preservation Office's (SHPO) role in project review is advisory and consultative, rather than regulatory. SCDES-BCM-CZC considers SHPO’s comments in making its certification decisions. SHPO comments become requirements and conditions of the CZC certification.

CZC Review of Shellfish Sources

  1. Type in your address on the SCDNR Intertidal Oyster Reefs Map Application to locate the shellfish beds nearest to your project site.
  2. If shellfish beds are determined to be near your site, please provide CZC with the stormwater flow path from the project outfall leaving the property and following the drainage network to the shellfish beds.  
  3. For those projects which are located within 1,000 (one thousand) feet of shellfish beds, the first one and one half (1 1/2) inches of runoff from the built-upon portion of the property must be retained on site.

CZC State Threatened & Endangered Species

The CZC Section will need to know whether a site evaluation been performed for any State listed threatened or endangered species and their habitats. 

  1. If applicable, coordinate with the SC Department of Natural Resources (DNR) and review their Threatened & Endangered Species CZC Review Process Form.
  2. If applicable, review information about the South Carolina Natural Heritage Program.
  3. During your submittal, please upload all site evaluations and/or reports. Review DNR's State Listed Species Protection Guidance for more information.
