The SCDES Bureau of Coastal Management (BCM) has scheduled an in-person public hearing for a critical area permit application submitted by the City of Beaufort for modifications to a boat landing located on and adjacent to the Beaufort River and Pigeon Point Creek at 2440 Pigeon Point Dr, Beaufort, Beaufort County, South Carolina.
Project Description
Critical Area Permit Application HQC-1P2P-E8EYE: To remove 596 CY of existing riprap from critical area. To install a 687 LF of bulkhead, 6 feet in height with 450 CY of backfill in critical area and 81 linear feet of riprap for the purpose of shoreline protection. Located east of the boat ramp, install an 18” concrete pipe outfall through the bulkhead and 5 CY of riprap around the proposed pipe to prevent scouring. To remove the existing 12’ x 97’ concrete boat ramp and replace with an 8-inch thick, 15’ x 152’ concrete boat ramp. For the purpose of providing a usable slope while accommodating the upland 4ft grade increase. Additionally, to install 292 CY of riprap around the proposed boat ramp to protect from undermining. To remove the existing timber walkway, gangway, floating dock, and pilings at the existing boat ramp and replace with two floating docks forming an “L” arrangement. Install an 8’ x 20’ concrete abutment and an 8-inch thick, 8’ x 100’ concrete groundout pad to provide stable bearing for the floating docks at mean low water. Additionally, install a ramp parallel 8’ x 135’ floating dock with a shore parallel 8’ x 100’ floating dock moored with 15 concrete pilings, forming an “L” arrangement. Attached to the 8’ x 135’ floating dock, install a 10’ x 20’ floating dock with two 5’ x 14’ kayak launches. The purpose of the floating dock is to serve as a courtesy dock for facility users. On the western side of the project site in Pigeon Creek, construct a 6’ x 8’ pierhead extension channelward of the existing 11’ x 14’ pierhead. Additionally, on the flood side of the pierhead, install a 6’ x 36’ aluminum gangway leading to an 8’ x 20’ floating dock with a 5’ x 12’ kayak launch. The purpose of the bulkhead and riprap is for erosion control. The purpose of the outfall pipe and riprap apron is for stormwater management.

Public Hearing
The public hearing is scheduled in order to allow the public to provide in-person comments on the proposed project located. The public hearing will be held Tuesday, April 7, 2026 at 6:00 pm in Beaufort City Hall located at 1911 Boundary Street, Beaufort, SC 29902.
During the public hearing, SCDES BCM staff will provide a brief summary of the permit application and accept verbal comments for the record to be considered prior to making a final decision. The hearing will be designed so that SCDES BCM staff can gather comments as to the merits of the project and consider all information when making a decision based on the Coastal Tidelands and Wetlands Act, Department regulations, and policies.

What to Expect
The public notice for the permit application will remain open until close of business April 21, 2026. Written comments will continue to be accepted through the public notice page until April 21, 2026. SCDES BCM's final permit decision will be made available on this webpage and by email or mail to everyone on the SCDES BCM’s mailing list who requested to be notified of the final Department decision.
