Gwynne serves as Interim General Counsel for the South Carolina Department of Environmental Services (SCDES). In this role, she leads the Office of General Counsel which manages the agency’s internal and external legal matters, agency compliance, and internal audits. Prior to being Interim General Counsel, she served as Chief Counsel for Administration and an Associate Attorney on the Administration team.  

She has devoted over twenty years in service to the citizens of South Carolina. Prior to joining the Office of General Counsel, she served in agency programmatic leadership roles, as counsel to the Joint Citizens and Legislative Committee on Children, and law clerk to The Honorable Costa Pleicones. She graduated from Converse College with a Bachelor of Arts in Chemistry and Political Science and graduated from the University of South Carolina with a joint Master’s Degree in Public Administration and a Juris Doctor.  She is licensed to practice law in both South Carolina and Georgia.
