The project consists of a critical area permit application submitted by Mark Guilloud for an amendment to OCRM04675 to extend the length of a permitted dock located at 100 Laurens Street, Beaufort, SC 29902 (R120 004 000 0656 0000). The applicant has requested to extend the permitted 450' walkway to a new length of 541.98'. The amendment includes extending the walkway, pierhead, boatlift, ramp, and floating dock 91.98' channelward of the permitted location. The purpose of the project is for private, recreational use.

Public Hearing

SCDES BCM will hold a public hearing in order to receive comments on the proposed private, recreational dock project on Thursday, July 31, 2025 at 6:00 pm. The public hearing will be held at Beaufort City Hall located at 1911 Boundary Street, Beaufort, SC 29902.

During the public hearing, SCDES BCM staff will provide a brief summary of the proposed application and accept verbal comments for the record to be considered prior to making a final decision. The hearing will be designed so that SCDES BCM staff can gather comments as to the merits of the project and consider all information when making a decision based on the Coastal Tidelands and Wetlands Act, Department regulations, and policies.

Pre-Registration

Anyone who plans to participate in the public hearing should complete the registration form prior to July 31, 2025.

What to Expect

To ensure the Department gathers all presented information and has an opportunity to hear all comments, direct questioning during the open comment portion of the public hearing is not allowed. 

The public notice for the proposed dock will remain open until close of business August 14, 2025. Written comments will continue to be accepted through the public notice page until August 14, 2025. SCDES BCM's final permit decision will be made available on this webpage and by email or mail to everyone on the SCDES BCM’s mailing list who requested to be notified of the final Department decision.
