On July 1, 2011, the Underground Storage Tank (UST) Management Division implemented a Quality Assurance Program Plan (QAPP). The goal of the QAPP is to formalize procedures that will provide accountability and quality control for the data collected at UST sites.
Contractors must complete and submit Appendix B of the QAPP (Contractor Addendum) when requested for site-specific scopes of work (e.g. groundwater sampling and monitoring well installation). The UST Management Division will request the QAPP Addendum when an appropriate scope of work is determined to be necessary.
When conducting site rehabilitation activities at their site, the tank owner selects a contractor to conduct the work for the release. The contractor must be certified in South Carolina to conduct site rehabilitation work. The tank owner will sign the invoices when a scope of work has been completed. Please ensure that the Information Form is on file with the UST Management Division.
The SUPERB Act requires that all costs for site rehabilitation receive prior approval. The Division has established maximum allowable rates for site assessment, abandonment, and monitoring components that are most frequently utilized at UST sites.
The State Underground Petroleum Environmental Response Bank (SUPERB) Account was established to ensure the availability of funds for the rehabilitation of a release at a site contaminated with petroleum or petroleum products released from an underground storage tank system.
