Chris Stout, Chief of Ocean and Coastal Resource Management at SCDES

Chris began working the South Carolina Department of Health and Environmental Control in 2008 as part of OCRM's Critical Area Permitting Section, working in the Myrtle Beach Regional office where he was able to coordinate and learn from front-line staff in the Bureau of Environmental Health Services on matters outside of OCRM. He served five years as the Team Lead for the Critical Area Permitting Section assisting in project technical reviews, coordination with federal and state regulatory and resource agencies and in the transition of the program into ePermitting database.


In 2018, he became the manager for the Coastal Zone Consistency Section, requiring coordination with a variety of programs across Environmental Affairs. 

Throughout his tenure with DHEC, Chris has been a collaborative and enthusiastic leader, partnering with coworkers to promote an engaging and empowering work culture. He has also maintained relationships with a diverse range of stakeholders in dynamic, fast-paced settings as demonstrated by his roles on the SC Aquatic Plant Management Council, Coastal States Organization Offshore Energy Workgroup and SC Interagency Review Team for mitigation banks. 

In this new role, he brings meaningful perspective to OCRM because of his experience working with community representatives, our regional teams and multiple program areas. 

Chris is a graduate of Coastal Carolina University with a bachelor’s degree in marine science as well as master level course work in marine and wetland studies.
