DHEC has received information related to two (2) pipeline projects proposed by Dominion Carolina Gas Transmission, LLC. On January 29, 2016, DHEC issued a Notice of General Public Interest to notify the public of DHEC permitting/certification decisions related to these proposed projects.

Transco to Charleston

Dominion Carolina Gas Transmission is proposing to construct and/or modify and operate the Transco to Charleston Project. The proposed Transco to Charleston Project will include approximately 60 miles of pipeline including two new natural gas transmission pipelines, upgrades to an existing compressor station, and the addition of a new compressor station.

On March 21, 2017, DHEC hosted a drop-in to share information about the Moore to Chappells portion of the proposed project. DHEC staff provided a brief presentation on the 401 water quality certification review process for the proposed pipeline. DHEC staff and company representatives also addressed various topics, such as regulatory and permit requirements for natural gas pipelines, natural gas pipeline construction, safety and maintenance, and natural gas needs, at information stations.

Columbia-to-Eastover

Dominion Carolina Gas Transmission also requested permits to build a natural gas pipeline in Richland and Calhoun counties to transport natural gas to the International Paper Eastover facility to fuel its boilers. The proposed pipeline will be approximately 29 miles long to reach the facility.
