The RCRA Federal Facilities Section in the Division of Waste Management (RCRA) provides oversight to DoD facilities to ensure compliance with requirements for management of Hazardous Waste and cleanup of past waste management activities. This includes meeting requirements under the South Carolina Hazardous Waste Management Regulations and the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA).
PFAS are not currently regulated by the United States Environmental Protection Agency or the South Carolina Department of Health and Environmental Control as a hazardous constituent under RCRA or hazardous substance under CERCLA. In absence of regulation, the Department of Defense started investigating potential PFAS impact as an Emerging Contaminant under CERCLA. The RCRA Federal Facilities Section has reviewed DoD investigation work plans and reports as a stakeholder under CERCLA.
