Ben Duncan serves as Chief Resilience Officer for the South Carolina Office of Resilience. With over 35 years of public service, Ben has held various leadership positions in state government, spanning departments such as the SC Department of Insurance, SC Department of Parks, Recreation, and Tourism, SC Budget and Control Board (now the SC Department of Administration), and the SC Retirement Systems. His career has seen him appointed to pivotal roles under six administrations, including those of Governor Nikki Haley, Governor Mark Sanford, Governor Jim Hodges, Governor David Beasley, and Governor Carroll Campbell. Ben brings a wealth of experience and dedication to any role, a fact underscored by his confirmation as a cabinet-level agency head by the SC General Assembly in March 2021 under Governor Henry McMaster's administration.
Ben's leadership has been instrumental in guiding the SC Office of Resilience to national recognition for its excellence in resilience planning, mitigation, and disaster recovery while remaining citizen centric. His tenure coincides with pivotal moments in the agency’s history, including the completion of Disaster Recovery housing programs from the historic 2015 Floods and Hurricane Matthew, as well as the publication of South Carolina’s first Strategic Statewide Resilience and Risk Reduction Plan. Ben believes collaboration, cooperation and coordination are key to increasing resilience.
