Do not walk in or play in the dirt near the portions ofWilson's Branch and Huckleberry Creek highlighted in green below. Wash your hands before eating or sleeping, or caring for children. Wash your hands after playing or working in the yard.…, Residents are urged not to use Huckleberry Park until further notice.,   Huckleberry Park  , Communities surrounding the former Burlington Industrial Fibers (James Plant) are served by a public water system.  The contamination does not pose a risk to those who drink, prepare food, bathe or irrigate with water supplied by a public water system., The map below indicates where sediment samples were collected and analyzed for PCBs.   Cheraw Cleanup Map

It may be useful as background information or to provide a historical perspective on a topic or project.  , DHEC and EPA Response Actions, In fall 2015, DHEC began investigating in the Cheraw area around the former Burlington Industrial Fibers (James Plant) due to a concern about sludge-like material found in a nearby vacant lot.  In February 2016, DHEC collected samples at the vacant lot at the intersection of Little John Road and Robin Hood Drive.  Results found PCBs at concentrations above the EPA's Residential Regional Screening…, Additional sampling conducted in August 2016 found higher PCB concentrations, as well as some pesticides, in the ditch located between Pecan Drive and Robin Hood Drive., Homeowners/residents were notified of the results of samples taken in their yards., Following a third round of sampling in September 2016 to further define the area of contamination, DHEC requested assistance from the U.S. Environmental Protection Agency (EPA). The EPA assigned an On-Scene Coordinator to evaluate the PCB contamination for a removal action. DHEC collected approximately 90 additional samples in November 2016. May 2, 2016 -, DHEC Expanded Pre-CERCLIS Screening Assessment, September 9, 2016 -, DHEC Preliminary Assessment, September 27, 2016 -, DHEC Site Inspection Report, Land sampling image Geoprobe image On December 30, 2016, the EPA officially notified DHEC that it had conducted an evaluation of the site for cleanup activities and was recommending the site be given priority for removal under the, Superfund Removal Program, . At this point, the EPA took the lead in the investigation and cleanup and began determining the most effective method(s) for minimizing the potential for future impacts to public health and the environment. December 30, 2016 -, EPA Letter to DHEC, In mid-February 2017, DHEC assisted the EPA with a detailed sampling of selected residential properties on Pecan Drive. Approximately 900 samples were collected. Results from this sampling have helped determine a cost estimate for cleanup. On April 25, 2017, the EPA signed an Action Memorandum for a removal action at the former Burlington Industries Cheraw Site. SCE&G’s (now Dominion Energy) investigation activities of the Congaree River consisted of 5 phases of preliminary surveys and sampling from September 2010 through March 2012. A total of 244 sediment and soil samples were collected to determine the depth and extent of the tar-like material (TLM). Click for a larger view, ., Surface Water, In April 2017, DHEC completed a surface water sampling event in the Congaree River to determine if TLM constituents were being released into water.  A total of 14 surface water samples were collected near the eastern bank from the Gervais Street Bridge to the Blossom Street Bridge.  There were no detections in the samples for any TLM-related constituents. Four cleanup alternatives for the sediments and soils have been evaluated based on the following seven criteria: Protection of human health and the environment, Compliance with…, Table 1 - Cleanup Alternatives Evaluated by DHEC & Estimated Cost, 1., No Action, - Leave the TLM in place. This option is primarily used as a baseline for comparison with other options., Estimated Cost: $0.00, 2., Monitoring and Institutional Controls, - Leave the TLM in place and restrict access to the area by placing signs in and along the river and installing a chain link fence along the eastern shoreline. 30-year annual monitoring of sediment conditions in and downstream of the affected area would be performed to detect any movement of the TLM., Estimated Cost: $677,000.00, 3., Sediment Capping and Institutional Controls, - Leave the TLM in place and "cap" it with a physical barrier on top of the sediment. The barrier would be designed to withstand routine flooding and would most likely include a geotextile fabric overlaid by riprap stone. Institutional controls and monitoring similar to Alternative 2 would be included., Estimated Cost: $7,681,000.00, 4., Removal of the TLM and Impacted Sediments, - Physically remove the TLM from the river. This option would include construction of a temporary dam and dewatering of the affected area so that the TLM and sediments could be removed and taken to a licensed off-site facility for disposal.     Click HERE for the latest updates on cleanup efforts, ., In June 2010, DHEC responded to a report of tar-like material (TLM) in the sediments of the Congaree River. The affected area begins directly south of the Gervais Street Bridge, extending approximately 200-300 feet into the river from the eastern shoreline, and approximately 2,000 feet south downriver towards the Blossom Street Bridge. At that time, DHEC began an investigation that included…, VCC, to determine the extent of TLM in the Congaree River and to develop a plan for cleanup. Cleaning up the TLM in the Congaree River is difficult because of several unique complexities which limit the options and techniques available.  First, this portion of the river is underlain by granite bedrock with only a few feet of sandy sediment which eliminates the ability to place a piling wall as a…, July 2015, , SCE&G submitted a Work Plan proposing to try an alternate removal approach of building a temporary dam using large sandbags to allow for excavation in the river.  DHEC and the USACOE agreed to allow SCE&G to conduct a pilot test to see if this alternative could work.  SCE&G began the pilot test on September 29, 2015.   However, on October 4, 2015, historic flooding washed out the…, July 12, 2016, , SCE&G submitted a Field Demonstration Project Documentation Report on the pilot test to DHEC.  The report concluded that the sandbag approach would not work.  SCE&G requested that DHEC reconsider allowing capping of the area due to current river conditions and the negative effects of the proposed cofferdam.
