Santee Cooper Winyah Generating Station Public Hearing

The Department will hold a public hearing on Thursday, March 26, 2026, at 6:30 P.M. to accept written and verbal comments on the proposed project. SCDES staff will be available beginning at 5:30 P.M. to answer questions prior to the start of the public hearing. The hearing will be held at Georgetown Council Chambers (129 Screven Street Suite 213). Doors will open at 5:30 P.M. to facilitate the sign-in process and provide availability of Bureau of Air Quality and other SCDES staff to answer questions prior to the start of the public hearing.

The public hearing is formal and provides an opportunity to make oral comments that will be heard by SCDES staff and recorded by a court reporter. There will be no questions and answers during the public hearing. SCDES values each participant’s involvement in the public hearing and will conduct it in a respectful, orderly manner with reasonable limits on the length of comments, if necessary.

The Department will host an availability session to answer questions in a one on one format prior to the start of the public hearing. SCDES staff from the Bureau of Air Quality, Bureau of Water and Bureau of Coastal Management will be on hand to answer questions about the proposed project. The availability session will begin at 5:30 P.M and end at approximately 6:20 to allow time to transition to the public hearing.

Interested parties may review the Preliminary Determination, draft permit, draft statement of basis, modeling summary, and permit application at the Department’s Columbia Office, or on the Department’s website

Comments must be received no later than March 27, 2026 and can be submitted through one of the following methods:

Comments should specify, in as much detail as possible, the air quality related issues and identify the portion(s) of the state and/or federal air quality regulations that are of concern and have not been adequately addressed in the draft permit. All comments received by the end of the notice period (Should the comment period end on a weekend or state holiday, comments will be accepted up until close of business the next working day), will be considered when making a decision to approve, disapprove, or modify the draft permit. Please bring this notice to the attention of persons you know will be interested in this matter.
