In May 2025, Act 33 was signed by the governor and became effective. The Act introduces some changes to Title 75 Regrooved and Regroovable Tires and impacts SCDES Regulations 61-107.3 (Waste Tires) and 61-107.1 (Grants). As a result, SCDES is opening the Waste Tires regulation for revisions to incorporate these new requirements. 

A stakeholder workgroup was formed in June 2026, with the first meeting occurring virtually on June 11, 2026.  The initial group included a small selection of representatives from counties, industry, and NGOs. Additional meetings are being planned for the future to incorporate more stakeholders.
