
Sean brings more than two decades of experience in environmental programs, digital transformation, and technology leadership to the South Carolina Department of Environmental Services (SCDES). Before SCDES was established in 2024, Sean spent 13 years with DHEC’s Environmental Affairs (EA) programs and 4 years in EA Administration. He began his DHEC career in 2007 with the former Office of Ocean and Coastal Resource Management in the Compliance & Enforcement Section, later serving as the section’s manager.
Sean went on to lead the agency’s ePermitting team, where his leadership helped modernize 19 regulatory programs over a four‑year period. His responsibilities continued to expand, culminating in his role as Director of Digital and Financial Strategy, where he championed enterprise-wide modernization and improved collaboration between program areas, technology teams, and executive leadership.
Since SCDES’s first day as a new state agency in July 2024, Sean has served as its Chief Technology Officer. In this role, he oversees the Office of Technology, guides long-term IT strategy, drives organization-wide innovation, and leads efforts to strengthen cybersecurity, data governance, application modernization, and agencywide collaboration. His work continues to focus on leveraging technology to increase efficiency, enhance public service, and support the agency’s mission of protecting and preserving South Carolina’s environment.
Sean is a graduate of Coastal Carolina University with a bachelor’s degree in marine science. He is also a Clemson University Master Naturalist, an FAA Certificated Remote Pilot & Student Pilot, and a Project Management Professional (PMP) certification candidate.
